What is the Safe Harbor Framework? In 1998 it was decided that the transfer of personal data to non-European Union countries from European countries needed a framework to protect the data. Both the U.S. and EU shared the same goals of protecting personal data but this framework allows U.S. companies to apply for the Safe Harbor compliance so that EU companies knew their requirements where being met. Any U.S. organization that is subject to the jurisdiction of the Federal Trade Commission (FTC) or U.S. air carriers and ticket agents subject to the jurisdiction of the Department of Transportation (DoT) may participate in the Safe Harbor.
